With Stars great performance what does it mostly hold?
All of the NASDAQ stocks are in the S&P except the smallest ones. Berkshire Hathaway is the largest holding that is not in both SPY and TQQQ. Most of the best performers are in both ETFs.
From a performance standpoint the weighting of each stock is equal to the weighting times the relative performance of each stock. If you have a great performance and a low weighing it will have less affect than a high weighted stock with a lower performance. Weighting is usually more important than relative performance.
So how does the index change? It takes sustained performance over time to increase the weighting and positively affect Stars performance. Poor performance will gradually reduce the weighting of a stock. Changes usually happen slowly.
As you can see there is a dance between size and performance to produce what is more important in providing performance for Stars. In the end the top 100 stocks in Stars are the top 1.5% of all 6,000 stocks.
This process is far better than anything that AI could produce. AI would get distracted by things other than price. The end result is a model that compares very favorably to the greatest investors / traders of all time. Over 26 years it is in 43rd place and over 14 years it is in 18th place.
The most important thing is that Stars is documented and available to all. It requires no knowledge of investing.
